Sudanese Revolution Coverage

After government forces committed a massacre to break up the two-month long sit-in at Sudanese Military Headquarters in Khartoum, the tense and controversial negotiations process between the Forces of Freedom and Change (a coalition of opposition movements representing the revolutionaries) and the Transitional Military Council (a government established after the overthrow of Omar al-Bashir through military coup on April 11th) came to an end. With at least 100 dead and hundreds injured, devastated revolutionaries have escalated their civil disobedience, and the Sudanese Professionals Association and the Forces of Freedom and Change have called for the downfall of the TMC.

FFC meets with Ethiopian mediators, receives agreement proposal

Ethiopian mediators propose an agreement on the sovereign council

In a video clip, FFC leader Omar ad-Digeyr describes the Ethiopian mediators’ proposed solution to the current disagreements over the composition of sovereign council, the main point of contention between the TMC and the FFC. The Ethiopian mediation has proposed:

  1. Seven civilians chosen by the FFC and seven members of the military chosen by the TMC.
  2. A fifteenth civilian who is to be chosen by both the FFC and the TMC.
  3. A rotating civilian-military chairman, with each chairman being given a year and a half of rule.

Ad-Digeyr also states that the dominant opinion within the FFC towards the proposal is positive, and that the majority of FFC members plan on accepting the proposal, as it achieves a civilian majority.

RSF prevent revolutionaries from holding a forum

The Revolutionary Committee of Riyad Neighborhood reveals that the RSF “besieged” a forum for discussing the revolution, and forced attendees to leave.

FFC meets with Ethiopian mediation, receives agreement proposal

The FFC announces that it has received a document from the Ethiopian mediation that proposes “an agreement [between the FFC and the TMC] on the principles of the transitional arrangements,” built upon the results of the mediation’s discussions with the TMC and the FFC. The FFC will discuss the proposal until they meet with the mediator to discuss it again on Saturday, and their position on it will be announced to the Sudanese people once they’ve finished discussing it.

Protests continue, Attorney General fired

Protesting Ministry of Health Employees arrested

A number of Ministry of Health employees are arrested after calling for FFC governance and calling on the military to “quit harrassing” Ministry of Health employees.

Sudanese Attorney General is retired

Al-Waleed Seed Ahmad Mahmoud, Sudan’s Attorney General who had previously promised to resign if their work was interfered with, is fired by the TMC and replaced with Abdallah Ahmad Abdallah.

Local newspaper projects $1B in losses due to internet blackout

Citing the World Bank, The Sudanese newspaper al-Intibaha reports that $45 million are lost every day during the internet blackout, and that $750 million have been lost since the blackout began on June 3rd. Citing the Electronics Department, the newspaper states that the blackout will last three months, and by then, $1 billion will have been lost.

Protests continue

The SPA’s scheduled nationwide protests continue across the country, in the form of demonstrations and sit-ins.

Demonstrations start up again, al-Burhaan meets with South Sudanese official

Al-Burhaan reiterates calls for negotation

Al-Burhaan calls on the FFC to return to negotiations “that don’t exclude any political force” immediately.

ICC Prosecutor supports international investigation

The Prosecutor of the International Criminal Court supports an investigation into the June 3rd massacre, and calls for an end to violence against civilians.

South Sudanese official meets with TMC, offers to mediate talks

Tuut Gulwaak, an advisor to the President of South Sudan, meets with al-Burhaan and offers to mediate talks to “bring stability to the states of Sudan.” According to Gulwaak, the offer is not meant to undermine other initiatives, but South Sudan’s close relationship with Sudan gives it more of a right to mediate.

Nationwide demonstrations and sit-ins take place

As per the SPA’s new protest schedule, Sudanese across the country protest the TMC’s rule.

Hemeti expresses a desire to form a government

Hemeti gives another speech, promises to solve crisis

After meeting with tribal leaders, Hemeti makes the following speech:

  1. Tribal leaders have authorized the TMC to form a technocratic government.
  2. Those who have authorized the TMC to do so are also responsible for getting Sudan out of its current crisis.
  3. The military’s role is to protect the country.
  4. We want a fully Sudanese solution to the crisis, and cannot afford to wait longer.
  5. The tribal leaders’ authority should be restored after they’re reorganized.
  6. We will meet with tribal leaders and discuss their proposals for Sudan’s future.
  7. We wish to fight the conflicts and rumors that keep Sudan unsafe.
  8. We, the TMC, are unconcerned with politics, and our goal is to bring elections to the country.

During the speech, Hemeti is accompanied by Salah ad-Deen Abdulkhalig, another member of the TMC who previously expressed a lack of faith in negotiations between the FFC and the TMC.

The SPA holds a press conference

The SPA’s Muhammad Naji al-Assam holds a press conference, where he says:

  1. We welcome African mediation to end the crisis in Sudan.
  2. We must find media alternatives now that the TMC has taken over the media.
  3. One of the expected scenarios is a full coup, in which the TMC fully takes over, and we must prepare for this scenario.
  4. Some forces left their weapons in the streets to provoke protesters to begin armed conflict.
  5. We have many options to handle a political standstill with the TMC.
  6. We are preparing ourselves and all segments of Sudanese society to a return to revolutionary actions, which will definitely include demonstrations.
  7. One of the causes of social tension in Sudan is the RSF, and justice must be served during the transitional period.
  8. We are for a complete armed forces, including the RSF, and have not discussed dissolving it.
  9. We have made concessions in negotiations (i.e. accepting a small majority in the sovereign council), as negotiating requires concession.
  10. We cannot go back on what was previously agreed upon, despite what some members of the TMC want.

The FFC schedules demonstrations and seminars

The FFC announces nighttime demonstrations and seminars meant to inform people of the current situation and build popular support, scheduled for June 19th-22nd.

An 18-year old boy dies

An 18-year old boy dies after being severely beaten in his neighborhood by security forces for building roadblocks.

Omar al-Bashir reappears for the first time since overthrow

A video is taken of Omar al-Bashir as he’s moved from Kobar Prison to the Anti-Corruption Bureau in preparation for his incoming corruption trial.

Hemeti calls sit-in dispersal a "trap"

Hemeti gives a speech, where he says:

  1. The dispersal of the sit-in was a trap set for the RSF.
  2. We will not disappoint the Sudanese people, and we will bring those who did wrong in the dispersal of the sit-in to justice.
  3. We are ready to hand over power to the a civilian cabinet of ministers immediately.
  4. We are working towards free elections and will not refuse international monitoring.
  5. The old parties must show themselves and perform their duties to the country.
  6. We don’t want power, and don’t fear nothing except chaos.

FFC will not go back on previous agreements

The FFC states that they will not go back on what was previously agreed upon between them and the TMC, no matter what.

More TMC press conference claims contradicted, Hemeti makes a statement

TMC investigative committee makes a statement, delays announcement of results

The investigative committee formed by the TMC to investigate the events of June 3rd makes a statement, where they state:

  1. The announcement of the results of the investigation has been delayed.
  2. Officers cleared out the sit-in without being a part of the task force for clearing out the Colombia area.
  3. The committee’s procedures will be at the disposal of the separate investigative committee formed by the Attorney General.
  4. They are committed to holding public, open trials of those found to be involved in crimes.

Aljazeera interviews Sudanese Attorney General

In the interview, the Attorney General states:

  1. Al-Bashir was interrogated about the killings of protesters during his tenure.
  2. He and his department have called for a conference with the TMC to discuss the clearing of the Colombia area.
  3. The dispersal of the sit-in was not supervised/agreed to by the judiciary.
  4. The public prosecution is not a political party and is not on anyone’s side.
  5. The investigative committee will determine who bears the criminal responsibilities in the dispersal of the sit-in.
  6. The department rejects an international investigation.

Hemeti gives a statement

In his statement, Hemeti says:

  1. The TMC is open to negotiations, despite accusations.
  2. There are people who wish to ignite strife in the country.
  3. Change must be done consciously as to avoid chaos.
  4. The TMC does not want to hold on to power.
  5. A technocratic government will be formed, and it is imperative that there is a cabinet of ministers to manage affairs until elections.
  6. Some ambassadors destroyed the country, and they have now returned to Sudan.
  7. The government will immediately begin development in the electricity, water, and education sectors.

Sudanese Chief Justice denies being involved in sit-in dispersal

The Sudanese Chief Justice denies the TMC spokesperson’s claims that they were consulted in the dispersal of the sit-in.

Sudanese Attorney General promises justice against symbols of former regime

The Sudanese Attorney General announces that 41 criminal reports have been opened against the symbols of the former regime, and that former president Omar al-Bashir is to be tried after one week of appeals.

The Movement for Supporting Shari'a protests a return to negotiations

The Movement for Supporting Shari’a, an anti-FFC Islamist movement, protests a return to negotiations in front of the Ethiopian Embassy and calls for all political forces to be involved in the negotiations process.

The FFC reiterates its commitment to a civilian sovereign council

Sudan demands the withdrawal of UN forces

At the UN Security Council meeting, Sudan’s delegate states that the Sudanese government “rejects the continued presence of peacekeepers in Darfur and demands their withdrawal from the region.”

The FFC responds to the TMC press conference

In their statement responding to the conference, the FFC states:

  1. The conference is a repeat of the old regime’s strategy of using security solutions to fix political programs, which has “failed every time.”
  2. The TMC’s admission that it planned and ordered the dispersal of the sit-in makes an international-backed UN investigation imperative.
  3. The suggestion to move negotiations to Addis Ababa came from the Ethiopian PM, not the FFC.
  4. The Sudanese Central Doctors’ Committee’s reports on the massacre are correct, and they condemn the TMC’s attempts to minimize the effects of the massacre.
  5. The FFC is not responsible for the coup attempts despite accusations, and is committed to peaceful revolution.
  6. The FFC is united, and is more united than it’s ever been.
  7. The FFC will not be returning to negotiations until its demands are met.
  8. By taking responsibility for the massacre of the sit-in, the TMC has made its counterrevolutionary goals clear.

The TMC holds a press conference, admits to dispersing the sit-in

In the press conference, the TMC states:

  1. The sit-in was a hotbed for provocation of government forces, and that the TMC endured many abuses and provocations.
  2. The FFC lacks a unified leader or a single reference.
  3. The FFC is having difficulty dropping previously agreed upon points due to its supporters.
  4. That the presence of the military in governance does not mean the government is not civilian.
  5. They apologize for the excesses in the dispersal of the sit-in.
  6. They will not allow any more sit-ins in front of military institutions.
  7. The results of the TMC’s investigation into the June 3rd massacre will be announced on Saturday.
  8. Social media sites are a threat to national security, and that they will not be reopened anytime soon.
  9. They reject the FFC’s calls to move negotiations in Addis Ababa.
  10. The TMC is the one who ordered the dispersal of the sit-in after a meeting with military commanders, the Chief Justice and the Attorney General.
  11. They’re calling on the FFC to return to negotiations in the next 24 hours.
  12. The FFC wants to dismantle Sudan’s military and security institutions.
  13. The people did not give the FFC the right to rule the country.
  14. They welcome the inclusion of the FFC in the investigation of the June 3rd massacre.
  15. They will not cave to any internal or external pressure, or any “political blackmail.”
  16. There are no disagreements among members of the TMC, but there are some differences in opinion.
  17. They have not and will not allow an international investigation, as Sudan is a sovereign country.
  18. The TMC has thwarted two coup attempts, and twelve people from two groups are now detained and charged with plotting a coup.

Al-Burhaan meets with US Envoy

Al-Burhaan states that the TMC emphasized to the Envoy their desire to push for political settlement in Sudan.

Attorney General charges Omar al-Bashir

Sudan’s Attorney General charges former president Omar al-Bashir with corruption and money laundering.

US begins to make moves in Sudan

The FFC holds a press conference, accepts indirect negotiation

In the press conference, the FFC:

  1. Announced its rejection of the TMC’s unilateral investigation into the June 3rd massacre.
  2. Stated that they’ve informed the Ethiopian Prime Minister of their rejection of direct negotiation with the TMC.
  3. Condemned the TMC’s failure to fulfill its promises to protect protesters and transition to civilian authority.
  4. Announced that it met with the US Envoy in Sudan and stressed to them the importance of a transition to civilian authority, the withdrawal of military forces from Khartoum, and the release of political prisoners.
  5. Announced that the US Envoy agreed on the necessity of the establishment of an internationally-backed investigation into the June 3rd massacre.

The TMC summons the British Ambassador to Sudan

The Sudanese Foreign Ministry summons Irfan Siddiq, the British Ambassador to Sudan, in protest of his statements on the situation in the country.
